People of Determination: How the UAE is Leading the Way Toward an Inclusive Future

The UAE has set a remarkable standard in the quest for inclusion, one that stands apart in its vision and execution. From accessible infrastructure to policies, the country is demonstrating that true inclusion is essential for a better, more equitable world.   

By referring to individuals with disabilities or special needs as 'People of Determination,' the UAE has redefined their role and recognition in society. This term, introduced by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, captures their resilience and contributions, reflecting a broader commitment to inclusivity.  

Disability is in fact the inability to make progress and achievements. The achievements that people of determination have made in various spheres over the past years are proof that determination and strong will can do the impossible and encourage people to counter challenges and difficult circumstances while firmly achieving their goals," Sheikh Mohammed said in 2017 while launching the National Strategy for Empowering People with Disabilities. 

Policy Foundations: Rights and Protections 

The Federal Law No. 29 of 2006 ensures the rights of People of Determination in education, healthcare, and employment. Building on this, the National Policy emphasizes access to quality education, vocational training, and social support. These initiatives reflect a clear vision of creating a society where everyone, regardless of ability, has the opportunity to thrive and contribute meaningfully. 

Likewise,  Abu Dhabi Comprehensive Strategy for People of Determination 2020-2024 focuses on creating an accessible and enabling environment in buildings, facilities, transportation, housing and other services. It primarily focuses on quality of services and financial sustainability to support the people of determination and their families within an integrated framework that enables their social participation. 

Local initiatives further reinforce these efforts. Dubai’s Inclusive Education Policy Framework mandates the integration of students with disabilities into mainstream education, while the UAE’s Universal Design Code  ensures that environments, transportation, and infrastructure are designed and managed to allow People of Determination to access, use, and navigate them with dignity and equality. 

Advancing Education and Early Intervention 

Education lies at the heart of the UAE’s efforts to empower People of Determination. The Ministry of Education has established specialized support centers to assess and address the needs of students with disabilities. Public and private schools are equipped with facilities such as wheelchair ramps, sensory rooms, and specialized educators, ensuring an inclusive learning environment. 

In August last year, The Ministry of Community Development (MoCD) successfully completed the Emirates Early Intervention Program, aimed at early detection of children with developmental delays and those at risk. This initiative aligns with the UAE’s 2023-2024 federal performance agreements and supports the nation’s vision for a prosperous society by enhancing government efforts and employing technological solutions for societal impact. 

The Program focuses on early detection, raising awareness among parents, and providing timely interventions to prevent long-term disabilities. It benefited 91 children in 2024 and served 1,398 children and families since 2015. The program also conducts field surveys to identify children at risk, ensuring timely interventions and promoting inclusive education. 

Employment and Economic Inclusion 

Employment opportunities for People of Determination are a key focus in the UAE’s inclusivity agenda. The Inclusivity Career Fair, held in Abu Dhabi in 2024, is a testament to this commitment. Organized as part of the Ma’an’s Atmah Programme—the GCC’s first social impact bond—the event brought together over 40 organizations to upskill and hire individuals with disabilities.  

Federal Law No. 29 also protects the rights of People of Determination in the workplace, ensuring they are not discriminated against and are provided equal opportunities in both public and private sectors. Initiatives like the Zayed Higher Organization’s vocational training programs equip individuals with the skills needed to succeed in a competitive job market. 

Sports and Cultural Inclusion 

The UAE has emerged as a leader in promoting inclusion through sports and culture, exemplified by its hosting of the Special Olympics World Games in 2019. Held in Abu Dhabi, the event marked the first time the Games were held in the Middle East and North Africa in over 50 years of the movement's history. Over 7,000 athletes from more than 170 countries took part in a diverse range of sports, alongside a series of initiatives and activities across all seven Emirates." 

Recently held at ADNEC from June 7–10, 2024, the UAE Games brought together more than 600 athletes from People of Determination clubs nationwide to compete in six sports, including bowling, basketball, and e-sports. Alongside the competitions, the event focused on health and well-being, with comprehensive screenings provided by 160 doctors and volunteers as part of the Special Olympics UAE Health Program. 

Cultural initiatives, such as Determination Week, organized by the Department of Culture and Tourism, spotlight the importance of accessibility in both recreation and the arts. Events like the Determination Run at the Louvre Abu Dhabi and creative sessions at Al Qattara Art Centre reflect the UAE’s ongoing commitment to empowering People of Determination across all areas of life. 

Technological Innovations for Accessibility 

Technology plays a crucial role in these efforts. For instance, AI-powered platforms developed in the UAE, such as Enara, provide personalized learning experiences for children with autism, Down syndrome, and ADHD. By enabling consistent practice and progress tracking, these tools help bridge the gap between formal therapy and home-based learning, improving developmental milestones and fostering greater independence. 

Public services have also integrated technology to enhance accessibility. Dubai’s metro stations now feature tactile pathways and audio notices for the visually impaired, while the Sanad communication platform connects users with sign-language interpreters at airports. These innovations highlight how technology can break down barriers and create equal opportunities for all. 

Healthcare and Rehabilitation 

Accessible healthcare is a fundamental right for People of Determination in the UAE. Federal Law No. 29 guarantees they receive dignified and comprehensive care. Initiatives such as the Emirates Health Services Medical Card offer free medical services, while the Zayed Higher Organization (ZHO) provides specialized therapies, including hippotherapy (a therapy using horseback riding to enhance movement, balance, and emotional well-being), to support physical and sensory development. 

In emergencies, services like the Abu Dhabi Police’s SMS helpline are tailored specifically for People of Determination, ensuring prompt assistance. These measures reflect a holistic approach to health and well-being, addressing both immediate needs and long-term rehabilitation. 

Leadership’s Vision and Global Alignment 

The UAE’s initiatives to support People of Determination align closely with the United Nations Sustainable Development Goals, particularly those centered on reducing inequalities, promoting quality education, and ensuring good health. Programs such as the Unified Champion Schools initiative, backed by a $25 million pledge from UAE President His Highness Sheikh Mohamed bin Zayed Al Nahyan, highlight the nation’s commitment to building an inclusive future. 

 In line with this vision, the UAE will partner with the World Health Organization (WHO) to launch the "Autism Ambassador" programme. Spearheaded by the Ministry of Health and Prevention (MoHAP) as part of a Memorandum of Understanding (MoU) with the Emirates Autism Society, this aims to train and empower families and caregivers of individuals with autism. It provides them with the tools and resources needed to help individuals with autism thrive in their communities. 

At the opening of the AccessAbilities Expo 2024, the largest event for People of Determination in the region, HH Sheikh Ahmed bin Saeed Al Maktoum, Chairman of Dubai Civil Aviation Authority, Chairman of Dubai Airports and Chairman and Chief Executive of Emirates Airline and Group, emphasized the UAE’s bold vision and the enduring impact of its initiatives in this area. He remarked: 

“The broad participation in this year's edition provides an opportunity for connection between the community of People of Determination and international exhibitors, benefiting both parties and enhancing Dubai and the UAE’s reputation as an international hub for assistive technologies and the exchange of ideas to build a better future for millions of People of Determination and their families globally."
